Construction is now underway at Parliament Street in York, with Artium Construction commencing a major fit-out programme that will complete the conversion of the prominent city-centre building into serviced apartments for Mansley Serviced Apartments.
The scheme will deliver 19 self-catering apartments across 23 bedrooms, including four feature duplex apartments, alongside ancillary areas and external communal spaces. More than 4,000 sq ft of retail accommodation will also be delivered across the building’s ground and basement levels.
Once complete, the development will provide high-quality accommodation for both business and leisure guests in the heart of York city centre, while bringing renewed use and investment to a prominent historic building.
Dating back to the 19th century, the Parliament Street property forms part of Mansley’s continued expansion, adding to an established portfolio of luxury serviced apartments across London, Edinburgh, Inverness and Cheltenham. Practical completion is targeted for spring 2027.
The project further strengthens Artium Construction’s growing presence across the North, particularly within complex refurbishment and high-specification fit-out projects where heritage, programme management and attention to detail are critical to successful delivery.

Commenting on the project, Garry Shaw, Commercial Director at Artium Construction, said:
“Starting on site at Parliament Street is a significant moment, not just for Artium, but for York. High-specification fit-out in complex, historic buildings is what we do, and this scheme is no different.
“We’re working within a tight city centre footprint where the detail and finish matter at every stage.
"Mansley has a clear vision for what this property needs to be, and our job is to deliver an environment worthy of that standard from day one.
“We’re proud to be entrusted with bringing this building to completion and we’ll do it to the highest standards.”
Colin Stone, Chief Operating Officer at Mansley Serviced Apartments, added:
“York has long been a city we’ve wanted to bring Mansley to. We’re pleased to be moving forward and have every confidence in Artium Construction to deliver the quality our guests expect.”
The Parliament Street scheme also builds on Artium’s established track record within York, with Garry Shaw previously overseeing neighbouring hospitality developments including Roomzzz, Rowntree Park and Toft Green serviced apartments. View the full Toft Green case study, here.
